Likely Ebera, Queen of the Gods and Goddess of Death, would resent the current use for Her old Realm. Despite the rather gloomy position Death occupies in the conscience of most mortal societies, She has always detested with a passion any insinuation of evil levelled at Her. Therefore, it is quite probable that the fact that Her former Realm now houses the spirits of the wicked rankles her greatly. Nonetheless, by whatever stroke of fate or irony (or Aether), that is its current usage. It is the opposite of Heaven in this respect; whereas the just receive bliss, the corrupt and unjust recive torture. Such is the way of things now. Perhaps it is for the best.
Hell, like Heaven, can no longer truly be called a Realm in the strictest sense of the word. As mentioned before, it too is singular, belonging not to one Universe but all. It is ruled over by, as one might expect, the King of Hell. Originally a powerful angel by the name of Melkorus, he was slain in a dispute with another angel, Jerrus, by the latter's servant Lucifer. Something curious then happened, which must be presumed to be the norm for this situation. Perhaps because Hell cannot be leaderless, Lucifer himself was then transformed, becoming the King of Hell. Of course, since the King of Hell may not leave Hell, this incident was seen by Lucifer as a betrayal by his master (whether or not Jerrus was aware that such would happen is not certain). Ever since, Lucifer is rumoured to have been plotting to take revenge, although he is closely watched.
The exact 'theme' of Hell's topography is thought to be connected to the mind and/or personality of the current King. Under Lucifer, Hell has become increasingly a place of fire and brimstone: which would, of course, lend some credence the rumours mentioned above. Hell is also divided into ten 'circles'. Each is reserved for different magnitudes of crime, with the deepest being reserved traitors and the King himself (presumably under the assumption that traitors need the closest guarding; it should be noted that, despite Lucifer's personal dispositions, the position of ruler of Hell is not an inherently evil post - a fact which hopefully placates Ebera somewhat).
